Pretty much. You mount a small mirror at an anlgeon an electrical motor such as a computer fan.

then do you turn the fan on, so the mirror is spinning round then shine the laser onto the mirror?

shine it on the mirror which is mounted in the middle of the fan. As the fan turns, the angle of the mirror changes and the beam spreads out.

I've made it, but it makes a circle, not time tunnel... Maybe of the camera's frequency makes looking like that, and the human eye makes looking like circle?

Hmmm even to the human eye, you should be able to see a cone. The trick is to look towards the mirror not the surface the laser is reflected on.

to get the effect in this video, all you need is a small mirror mounted on an electric motor.

You can see this done in one of the recent videos in this channel with a blue and orange laser.

No. The power of portable blue lasers is much lower than green so you'll rarely come across a blue portable laser that can burn things.

The green is a 125mW which has great burning ability. The blue just has a gorgeous beam. You can find prices for both at w'w'w dot dragonlasers dot com

Sure it can kill some one aussie114. Poke them in the eyes with the laser pointer body when they are driving at high speed on a freeway. Thats the only way (unless you wedge it under the brake pedal). Downside is U may also die :o(
