Since he knew he didn't have any weapons (and wasn't a true threat) he was taken by surprise (in a way). Perhaps he couldn't have imagined that the USA would perpetrate such an enormous lie and actually invade a sovereign nation for no good reason. The most he may have anticipated was just a light bombing campaign, done merely for show. He may have trusted the USA to act a little more responsibly and not do something so ludicrous (invade another country for NO REAL reason).
