It's entirely possible David himself doesn't know. He did a loooooooooot of drugs when writing music, although I don't know when this song in particular was made. It could honestly just be gibberish.

it's true that it came from the hunky dory sessions in 1971 but was first released as a b-side in 1975, and it is found on Ziggy Stardust reissues of Rykodisc and in the limited Emi 30th anniversary edition, and in the best of 1969-1974 or the platinum collection, cd 1. :)
