Besides, it makes the whole thing funnier for grover to do it on purpose with that reason in mind.If you cross breed a human and a klingon, he or she retains their klingon traits, that could be true for monsters and muppets.

I strongly believe that grover does this intentionally because fat blue is actually his father and and is getting revenge on him for Fat Blue abandoning him and his mother after a one night stand, that HAS to be the reason. Then the cop should have handcuffed Grover and arrested him or sent him to juevenile home. If something happened to the uniform and/or stand, Grover should be the one held responsible and fired for not being careful.
