This game could be accomplished using mode 7 as the spinning sprites, maybe even using the Super FX chip to do this, applying the texture to a polygon and turning it. All enemines could just have several animated sprites with different directions, like Mario Kart did.

They would have to make use of Mode 7 and Super FX- and even then they could have run into design problems. And, since they'd use those two A LOT for the amazing graphical effects- the game could slow down or lock up a lot.

it would require a Super FX/C4 chip to do some of the stuff, like enemy sprite rotation, as snes can just rotate the background plane, but otherwise would work fine
