It's the japanese voice. I'm not sure what you're talking about but he's always said Shinkuu Tatsumaki in vanilla SF4

You can even hear the players saying " Tatsumaki ? " because they're surprised.

Ryu didn't say that before during air tatsus.

I got confused with the EX one just before, so the sound does not apply to the EX but to the AIR tatsu.

@Kyrax1 Yea, I just noticed they were talking about the AIR tatsu and not the EX. Peculiar, I wonder why they changed it.

@CiciColino I suspect that they changed it to make it less of a 50/50 when Ryu jumps at you and goes for a cross up Tatsu. By hearing " Tatsumaki " you can react more quickly and block in the correct direction.

Yes, now characters themes are not restrict only to arcade mode(rival battles) you can hear them in multiplayer matches.

Fighting with characters themes will be way more epic...
