It's free in the U.K., well practically, if you don't make a boat-load of money (And your family doesn't either) then you pay a modest amount - for me it was about 500 pounds a year (Probably around $750). The U.K. has definitely comparable tax rates, living standards and incomes as the U.S. so frankly I don't see why things like this aren't already in effect here (National Health service too) unless rich people are skimming millions from the taxpayer... oh snap!

That's not what capitalism is about. Capitalism is about the concept of private ownership of capital. Capitalism is not about equal material circumstances, it's about equal rights.
Free education will bring cost up and quality down because it undermines competition. The only way to make education affordable is to get government out of it. When the government pays or loans out money for education the students get an artificially high buying power which drives cost up.
There's a lot of wasted money in education. That's something else we should fix. But we shouldn't fix it by charging students more; we should fix it by actually cutting the waste.

Yes, the number of grades is slightly arbitrary. However, the line between high school and college is not. Just about every developed country acknowledges it and many don't offer free college.
