Bolivia will accuse Chile during the OAS summit to be held in El Salvador this June 2011. OAS agreed that Chile and Bolivia to come to an agreement to solve Bolivia's land locked condition without access to a sovereign port in the Pacific. But Chile has refused to do so therefore Bolivia will take its plight to an International Court such as the Hague.

CHile already violated the 1904 treaty, plus CHile signed the Ottawa treaty and is behind in removing land mines along the its border, and the 1904 treaty stipulates chile to provide rail transportation to benefit Bolivia, but that has been non existant for 16 yrs. That is where the proof relies to take to Chile to court, The 1904 treaty is Chile's worse enemy

@gefilptezot a treaty and the law are similat in the fact both have to be obeyed, once it is broke that treaty or law..you do not argue the treaty or law, you comply, CHiled failed to comply with the treaty and CHile knows it..Also, the 1904 treaty will end in 3 yrs, Bolivia will not honor that treaty because of its new constitution. Chile cannot be porwerful military for ever, its military national budget is the biggest and its education's is small. This is why the students are protesting.
