I just finished reading the manga the other day. It was ok. Lots violence, gore, fanservice..oh and flashbacks. LOTS of flashbacks. Can get pretty wordy at times, inducing some head scratches and WTFs. This anime was far too short to have gotten anywhere meaningful in the overall plot. Too bad.

The deeds are a cost for the results they desire, a cost so high it shouldn't be payed by anyone.

Hitler INDIRECTLY killed millions as he believed it would make for a better life for those who were of Aryan descent, whom by him were viewed as the true humans (in a sense) of the world.

Evil is a perspective thing. I personally feel it completely moral to selectively breed humans to create superior humans. Others would not.

Why? Because they are worsening the human gene pool and it would be better for the world.
