If you look again closely, you'll see that the dog in a manner of mounting the balloon, usually pops the balloons using it's front claws. The dog must like something about it. You'd think that the sound or snap of the toy would bother him/her.

that is what we do with the puppies i foster sometimes... we put em in a room with us and put ballons down... their mouths are too small to pop em so they just chase em and junk1 :D
