Not the locals, the Emirati are all really rich. They only comprise of about 1/10 of Dubai's population. However this is all built up by slave-like laborers from the Indian subcontinent, who make up the majority of Dubai's population.

Cities like London, Shanghai, Singapore, Hong Kong, Tokyo and New York all went this way.
