What a load of tripe!

Ahem, the President cannot overturn Federal Law [USC Title 10 Subtitle A Chapter 37 Sec. 654] with a mere decree by way of Executive Order. He can insist that the Law be reflected by Military Policy. If the Policy in place doesn't abide by the Law then why aren't those infractions being prosecuted? This seems very much like a non-issue to this uninvolved bystander.
