Really I dont think there's anything worth arguing about. China had chosen isolationism for itself and has only come out in the recent century. It had no need for war and as only forced to arms when invaded. So of course the U.S. and Russia would have started with better technology first. They needed every advantage they could get if they wanted to survive the Cold War. Lets not leave out Germany...they needed the weapons for Hitler's lust for land.
