You can predict randoms based on xp actually. I saw a youtube video in which they found the perfect amount of thieving xp to get a random every time

Also he explained in his slaying steels video that the bonuses of the comp cape over the max cape aren't high enough to justify the extra time, which is xp waste, taken to get and maintain.

You can see how a #1 player would definitely grab their attention. You can't hate them for giving him some attention; he's achieved the trophy of being number one in the game. Think about it if they just didn't even ever say hi or congratulate him. They care about their players. If they didn't, RuneScape would be a lot different.
