@mchimonas I'll be using a spoke tension meter and a truing stand. It is possible to build a wheel without those tools. I've heard of people using the sound of the spoke when plucked for tension. The wheel can be trued on the bike by attaching a tie wrap to the fork blade or seat stay and using the loose end of it as the indicator. That would make an interesting video.
