Otherwise the wire is already up over the wires, then the power line is being energized remotely. I can almost make out the wire. Not sure. But it seems like a prank, so that would go with the first idea. Can anyone translate Russian? There are a couple other videos of apparently the same action, but I can't see anything like in this one.

It's actually quite easy to accomplish you attach a wire to the ground and attach a weight to the other end and throw it over the power line.
