Because they threw a bundle (or spool) of wire, which was probably grounded across the transmission line. While it produces a neat arc and a fun sound it's potentially deadly...actually, if someone is stupid enough to do this and happens to do something wrong it just flat out is deadly.

yeah i tried to figure out what that is that the arc hit. either it is a mound of soil that the arc decided to hit b/c it was the highest point or it is actually a probe of some sort. i don't think it could have been an electrode, doesn't seem large enough. who knows, but if that happens on a regular basis, that is crazy...!

I was thinking a small wire is being launched up into the overhead power line; so could the thing on the ground be a launcher of some kind? Otherwise the wire is already up over the wires, then the power line is being energized remotely. I can almost make out the wire. Not sure. But it seems like a prank, so that would go with the first idea. Can anyone translate Russian?
