After looking at a article on MousePlanet, it seems that Disneyland eventually did have a few male ambassadors. On the Disneyland 10th Anniversary show, you can see Walt with one of the original ambassadors.

It's a different culture in Japan. The role of "spokesperson" is usually done by women. Especially when it is related to entertainment programs and companies.
Well, this year is the 25th Anniversary of Tokyo Disney Resort. Since there will be many more events and functions for an Ambassador to attend, they decided to have two people hold the post.
Walt picked women to be ambassadors for Disneyland when he was alive, so TDL is continuing his tradition.

The information pamphlet from last September didn't say "women only." But in the 25 years of TDL/TDR, there has never been a male ambassador.

Both woman are TDR Cast Members from the Tokyo area. I'll put up some more information about them on my site by January 25th.
