It involves sunlight refraction in the same way that water difracts into another angle when enterting water. I don't know about this video, but it wouldn't surprise me if it were true. you could build a cloak suit from led's and then position tiny cameras over the suit, the front projects to the back and back to the front etc, it wouldn't be perfect although eventually they may build an algorithm to sort out the distortion. I guess the main reason no ones made one is down to research and development costs. You can make your own cloak at home using just a projector and a webcam.
