Eh, hard to explain, it's gotten kind of instinctive. Use sweeps, spinning clotheslines etc to knock them down and make it easier to get closer for a screw piledriver. Tick throws are dead handy too.
Unless you're playing Alpha 3 or something. Just learn some monster V-ism combos, that'll do you.

I can play as Zangief. I have a couple of tips for you,
1. Make use of the spinning clothesline. Projectiles guided at his waist pass through him while the move is in motion.
2. Banishing Fist is a good way to get to a projectile user FAST, however this requires timing.
3. smack or faze or slug the opponent (or something) when you get close and then while the opponent is fazed and you are close enough, then Spinning Piledriver them.
ZAngief is GAY, for real, check in CAPCOM...
