this is call Flash Mob, it's a spontaneous action of stranger doing the same thing at the same moment and walk off after that as if nothing happen. its something very cool in my opinion!

Was there when it happened! In fact I was standing behind the camera man who shot this angle. Interesting way to publicize dance fest, though I thought it would have been more interesting with people of a wider age spectrum. This dance seems very young-people exclusive. The effect would also be better if done in a wider area.
