@CHUBBLEMAKA That would be the "Spot" game for NES, based off the 7up Cool Spot guy. Also for Gameboy. Yep. I owned that one too. :)

Wow - this video shows a lot of jerkiness in the animation that doesn't exist in the actual game. No idea what's going on with that!
