I would say it´s somewhere in between

this is very nice. most pianists play it outrageously fast, but the tempo here is very measured and the playing sounds much less frantic -- nicely done!

try practicing it slow and all forte with strong

fingers and arms and then speed it up bit by bit

this is not a easy piece.
