They do this on elite for the competitions so they can win the prizes. It happened to me in a FFA competition. The first place guy had over 800 kills which is impossible while playing FFA for three hours which was the length of the competition so obviously he boosted. I got just over 300 kills and was in place 484. But still most of the people that got gold most likely boosted and also it just makes elite a waste of money.
