@aftereffects00 may be its the police officer's fault, but not the whole police department, and u have to realise that what happened its considered fate, the boy knew he doesn't have a license, but he drove the car anyway, the only mistake here is the judgement call made by the officer(s), but not the whole organisation.

The thing is, if everytime an incident we say, "takpa, only one officer at fault", it never stops does it?
