The man in the video is Mamdouh Habib. He is an Ex-Guantanamo Bay inmate who has only recently been released back to Australia. There was nothing to charge him with as he is/was innocent of any false allegations.

But after what? After they ruthlessly torture and abuse the people in the camps?

Yes Mumdouh was locked up in Guantanamo and was also tortured. He has since been released without being charged but they have unfairly stripped him of his passport.
