Well even the development could be achieved in theory as it is one of the traits that is most defined by genetics. I will grant you though, the vast majority of bodybuilders that reach both this size and especially this fantastic level of proportional development do use some class of anabolic substance so I'm certainly not saying that he definitely doesn't, just that he's within the limits of possibility (just about).
