If they have to get out the car, you let them get out the car and then cuff her. There's no need for force when the suspect is not being violent. This is NOT an example of police brutality. She was first asked and then promptly warned. She exhibited combative behaviour and was non-cooperative. Ergo, she was tazed. As they say in Old-English: "pwned."
