I don't know (cause I'm not a fireman), but you'd have to figure that after the fire reaches the intensity that it reached @ 0:01 there's no point in wasting any water to try and contain it.
Save that water for preventing flare-ups around some of the adjacent buildings...but don't waste it on this one.
