A 'gay anthem' is usually a song with strong influences on it being OK to be different or that you should be proud to be yourself, of course the definition isn't restricted to those definitions. The song itself isn't 'gay' just that it could be seen as relevant to a homosexual person.

Actually, the song was written for the stage musical production of La Cage Au Folles. The main character is a drag artist. The song is sung at the end of the first act. So it was specifically written about a gay man.
