Pearl Jam was touring with RHCP and I think smashing pumpkins as well ( dont hold me to that) and I know PJ were HUGE fans of chili peppers and I think Ed's first band, bad radio was a funk band as well or in around that style.

My main question was, is this on the Ten album? I swear it was but I was listening to the CD and it wasn't on there.

@rs3nik Dirty Frank was not on Ten, but it was a B side to one of the singles off of Ten. I can't remember which one it was off the top of my head, though...
