Saving the planet requires a lot more than home insulation. We need a thorough review of all infrastructure, dismantling the bits we don't need (however profitable), and building up the bits we do need (whatever the cost) . Unfortunately if you buy the economic mechanism the privately owned Banks want to sell you, you cant do it, Sorry, that's the way it is.

Nice try Mr Barker, but you've really got the wrong end of the stick. Reducing energy usage is an expensive short term solution to the problem of climate change. You need to invest more heavily in renewable energy sources. That's the only way to come close to carbon neutral and insulate the country from rising electricity bills.
Umm this is a very similar policy to the Australian Labor government idea to improve homes' green credentials by installing roof insulation. And the NSW State Labor idea to give loans for solar power. Be sure it's run properly. The Australian schemes were so poorly implemented and rushed that the cost blow-outs were enormous. People died through substandard electrical connections on the insulation, homes burned down, and on solar, its' a net loss maker to the State Govt budget, into the future.
