For those who are wondering what happened with Geno Whirl, it's easy. When you use it, you press Y as it's leaving the screen. The screen flashes blue, and you get 9999 damage every time. It works on all monsters and Exor's hilt. It doesn't affect bosses, though.

Geno Whirl is the best way to win, but unfortunately it's quite difficult to pull off and you have to kill one eye first. I just fought him and won, but you need to be a decent level first.

Most damage is 9999 from Geno Whirl.

High 400's is probaly not the max you can hit, because I'm sure this guy wasn't maxed level with the best items. He did have the Lazy Shell though, which is the best weapon for Mario in the game.
