Usually it happens with older sewing machines that have bobbin cases at the front or the side instead of the top and usually, they are metal. Also, the top threading could be incorrect. In some instances, the needle can be an issue. If nothing helps, than you need your machine serviced, as it might need to be timed.

What does it mean when you have a great amount of thread accumulated on the bottom of the fabric, I was trying to play with the tension, but nothing helps?
