You completely missed the point of that clip. It was taken out of context for a laugh. What he meant was that the numbers that came out that day that showed the monthly unemployment rate was 36,000.
Only 36,000 lost their jobs last month, which is indeed good news. It's much better than the 100,000+ a month that was going on during the economic collapse... but yeah if you don't have the full story I can understand how one could get their foot so deeply lodged in one's mouth... =P
