i think the point of this game is to visualise the mind of a mentally sick person. the smiles are just his delusions and so is everything else encluding the player. it makes no sense because this is not sane. the simplest explanation to the story is that he is just a hired gun and the only real thing are the targets but everything else is his sickness. the game is charming in that way.

Or could he have developed a real attachment to the Killer7 team, and can't handle the revelation that he killed his comrades? That doesn't seem too likely, seeing as the team could never even interact with each other.
Then again, what do I know about murder and its psychological effects.
@Lifeswipe you seem to forget that Emir was recruited by Young/Human Harman Smith (who was also the Principal of Coburn Elementary School and worked for Kun Lan a not God/ Hassidic Harman) he knew them and also this personality (Garcian) is being described in a way that he can't even harm a fly that's why he was shocked.
oh and by the about him not noticing the weapons when you collect the headbag is because its probably afterwards the events. Notice the curtains and the stage whne collecting a headbag its the same as at the elementary school implying its after most of the events, (which would be Garcian's recollection) and the game probably doesnt start following real time until after the fight with Greg Nightmare,

The story is open to interpretation. Even "Hand in Killer7", the written version, takes a different route.
There aren't any set rules, but here's a few things that you should bear in mind when trying to understand it.
The young Harman, the old Harman in the trailer, and the old Harman that interacts directly with Kunlan are all valid incarnations of Harman and not delusions by Emir. Let me be clear, I include personas in my definition of valid incarnation.
Emir died on that roof at 13. Emir's gift was true sight. It was Harman who reincarnated Emir as Garcian. Yes, Harman is still stuffed in the school safe, but like I said, you have to accept that there are multiple valid incarnations of Harman.
Some of the killer7 have died and been reincarnated as a Smith persona even before meeting Emir. Coyote was killed by Dan during their rivalry (not mentioned in the game) and Dan was killed by Curtis Blackburn in a past life.
Garcian simply mimicking wouldn't have fooled the eyescanner leading to Curtis Blackburn or convinced Blackburn himself that Dan had become a black man, or the interactions with Trevor PearlHarbor identifying Dan rather than Garcian.
I consider things like Garcian not noticing the weapons whenever he placed the headbag of a fallen teammate inside of his case or the lack of direct interaction between the personas as concessions to gameplay and hardware than something conclusive.
I really like your theory, but, perhaps, do you believe that Emir's third eye might have more significance? I mean, the opening of a third eye, in many religions, means a higher state of consciousness. Even the health "bar" takes on the shape of an open eye that starts to close when the persona in close to death.
Now this is just a theory, but I believe that, by using his third eye, Emir/Garcian actually reincarnates, or projects forth, each of the personas
And that when the persona takes damage it interrupts Emir/Garcian's concentration which subsequently causes them to "die" once they take too much damage.
I believe the reason that Emir/Garcian can no longer summon the other personas after this point is due to the fact that his third eye (which was subdued by Harman so that he could act as a host for the other personas) has fully opened and he realizes there is no need to summon forth the other six because of his True Sight ability.
Additionally, I believe that Emir/Garcian summoned forth the other personas by using their weapons as a channeling tool or something to that effect. Now I could be wrong, but it does seem to make some kind of sense, at least to me.
Anyway, I was just drawing on the correlation between Harman's real last name being Deltahead, Emir having a third eye, and the whole persona business. Feel free to disagree.
I think that after Garcian "gained weapons and lost family, friends, happiness (or w/e)", and killed himself, Harman (human possessed by a god) reincarnated Garcian to redeem himself of the evil he committed.
The terrorist HS attacks were real, so Harman wanted reincarnated Emir aka Garcian to stop Kun Lan's minions and the interference in politics (Kun Lan's hand and his mind altering capabilities).
After the school principal battle (when all persona die) is when Garcian decides he must reveal the truth about his past since Harman decided to just reincarnate him as an adult (iunno beats me why).
So he gets the golden gun (james bond allusion iunno) and finishes his task, banning the heaven smile from the earth forever.
definition of forever: until kun lan decides to do it again and screw with us earthly people because the gods are bored.
and then the whole cycle repeats where it's up to Harman to stop kun lan from messing with the mortals.
i am expressing this on a NON metaphorical point of view in the fact that EVERBODY physically existed (once or still is),
i admit that i still don't understand the plot fully and NEVER will. i don't think everything can be understood even after plot analysis from gamefaqs and everybody else who played the game.
I wonder...now that I think about it, Harman never mentioned anything about the guy in the safe being named "Harman." All he said was "their leader." From what we can tell, it may be someone named "Garcian," from whom Emir took his name from.
And also, it may be that Emir might not have literally died on the roof. Instead, he simply lost his memories, closing his third eye. The last encounter may be the two sides of Emir facing off against each other, and, depending on what you do in "Lion," either his Emir side or Garcian side survives.

the deal with harman is that theres only one real one
which could be the one that interacts with Kun lan and fukushima, but the rest are all fakes
its a key point that harmans a god he cant die so that immediatley cancels out the one found dead in safe
