Decrees are nice and all, but someone can be an expert in a field without having a degree in it.
Not sure exactly how to test such expertise though, adhering to mainstream ideas would probably qualify ;) But then again the problem is that they do not :P
In all fairness, it should be pointed out that Lomborg (the author of "The Skeptical Environmentalist") is not a climate change denier per se, he does in fact accept that climate change is real and to a very large extent caused by human activity.
@detersgumig (2) His position is that the consequences of climate change cannot justify the cost of combating it, and that the money could be spent better elsewhere. The problem with that is, of course, that he as an economist is no more qualified to make that judgement than I am - but at least I choose to go with the real experts.
