from my experience, that is not the case due to the amount of 0's i've been able to withstand.

also it has seemed easier for me to hit through their 1 defense without any trouble before they can manage to go through mine.

with the right items and bonuses, i can reach up to +176 defense and +28 prayer, and that's with 30 defense. then again, there's something called a 'super defense potion' lol.
