I imagine it was done with Windows Movie Maker or some other video editing program. I'm actually pretty sure they did plaster the News Flash logo onto the Don Music sketch reruns in the 1980s and early 1990s, but stopped soon afterward.
I've seen kids that've thrown tantrums like Don does-always reminded me of him!
