Since free spa clinics haven't sprouted up across the country, I think localities should go door to door and ask for spay/ neuter proof.. if none, the owner will have 30 days to spay or neuter or surrender fluffy.. usually SPCA's have low cost spay/neuter certificates available.. this killing dogs and cats needs to stop. Next, Chinese fur trade..
