My stance is welfare should only be for those that are ACTUALLY victims of circumstance and not those of their own poor choices, you feel me? Such as injured war vets, abandoned children/youth, the insane, the disabled...along those lines. I am against a state transfer of wealth to those with the capacity to sustain themselves on their own merits, especially under these circumstances. And yes, MANDATORY DNA testing would do some good!
