No there's a twisted string in there, once rolled, the string twists up, and the energy is built up, once it rolls back the string is untwisted causing it to move back to him. I learned this in science. It's called Potential and Kinetic energy. Potential energy is the energy stored when rolled forward, then the energy turns to Kinetic, causing it to move back to you.

There is a string going fron the bottom to the drinking edge inside the can, and a weight on it, when he rools the can the string gets twisted as the weight keeps it from going with it, and when it stops rolling the weight drags down the string which makes it untwist itself and roll back naturally.
