Excellent choice. The 22lr is the perfect rifle for a bugout. Way underrated. Perfect for surival hunting huge ammo rewards being you can carry so much, and if a defense situation arises the 22lr is lethal. The nice bit is that your rifle and sidearm use the same(very abundant /light weight) ammo.
Well any firearm is better than none. Most will argue about stopping power. The 22 survival rifle is not soley for defens or offense. It is for SURVIVAL, ie obtaining food or game. Very good choice, unless of course you live in an urban area. If so you should look into a larger calibre pistol or shotgun 12-20 gauge.
