i finally did it sucsessfully! The city flooded! (for me) And it was easy too! Here's how i did it. I Installed patch 1.0.0.4, removed the file in the gta iv directory files.txt, the went to pc data the removed filelist.pak, and the mod worked! I Also installed a few car mods too.
