That doesn't work if your citizens do not have the motive necessary to apply that hard work and prosper. You need to work from the bottom up-create the mentality promoting social responsibility first. Only then can government provide opportunity and promote welfare without risking a large proportion of the population becoming welfare dependent and looking solely for handouts.

Blacks have not been able to feed themselves as they have grown in numbers faster than what traditional subsistence farming has been able to provide. Blacks today are starving as the only way to survive is through large scale commercial grade farming.
The GDP of South Africa grew after apartheid by the way as the sanctions had been removed by the West. In essence it has jumped back to where it would have been without sanctions.

ANC knew they would lose Western Cape, so they amended the law, to reduce the power of the individual provinces, right before the election. Zuma in Pretoria and Zille in the Cape is a bad combination. I suspect that Zille will eventually run afoul of that crook Zuma, and end up behind bars or worse. A Crisis is brewing in South Africa. What the news reports don't tell you is that the whole western part of the country is not 'black' majority, and hence feel no alliegience to ANC.

That doesn't work if your citizens do not have the motive necessary to apply that hard work and prosper. You need to work from the bottom up-create the mentality promoting social responsibility first. Only then can government provide opportunity and promote welfare without risking a large proportion of the population becoming welfare dependent and looking solely for handouts.
Black South Africans today don't have that mentality. Apartheid legislators made sure of that.
