Not to start anything but Touhou isn't an anime, at least not official. Touhou Anime Project was completely fan-made and ZUN himself (the creator of Touhou) asked them to stop because he specifically stated he does not want Touhou to be an anime. Only music, doujinshi's, and of course, games.

Most of the reason why people get upset is because it's ignorant people who reply to the question "What's Touhou?" with an "IT'S AN ANIME"

Since Zun is the creator of touhou project, by right only the games he made or help out or things he he endose are official, all others things are not official, that include the anime, fan-game, doujishi, drawing etc.

Then again since most of the material like extended events, characterisation is fan-made, whats canon or not is kind of blur. Although many are accepted by fans as canon, eg: kaguya is a space N.E.E.T.

TL,DR, only games with ZUN name on it is official, others are fan-made.

Well, almost everything has to be official if it's to be defined as it is. As Christeron said, there's a whole lot of fan-made characterization of the characters but it's not official.

There's also fan-made porn of Touhou. Does that make Touhou a porn? =x (The answer: Only if ZUN says it is)

Anime can mean both Japanese animation and Japanese drawing style. Touhou is Japanese drawing style but everyone refers to Touhou not being an animation when they say "It's not an anime"

Touhou is a Japanese game but a few are translated including the one Flandre is in. It's called Embodiment of scarlet devil and U.N. Owen was her is her theme song. A quick rundown of her story is she's obsenely powerful and off her rocker and for that reason her older sister keeps her sealed in her mansion basement.
