@chrome00 My cat who died last year used to do that too, but for some reason it seemed like he still wanted me to rub his belly? I found out that that's because I was tickling him, so that's probably what's going on with your cat too. A lot of them want it done because it's playful, but then will fight it off because, well, it tickles them.
Rough life for that cat there :p
