The US Government hated John Lennon and tried to kick him out of the country at one point. They thought that he could overthrow the government and they didn't like the fact he was fighting for world peace so they tried to do everything to get rid of him and i the end they had him killed.

Also there is plenty of info on the net that it's John, don't write something unless you're sure it's true. Oh, and John Lennon Anthology (The box set this song was on) was released November 1998. So there is absolutely no chance that this is not John.
