The lamp's name is Luxo Jr. He's named after a lamp a Pixar animator had at his desk while animating, and he named it Luxo. Pixar thought it would be fitting to make it in their logo, so they named it Luxo Jr.

And he's damn adorable.

This is easier to see on the HQ version of this, but take a look at the light bulb that WALL-E puts into the lamp. It's one of thse spiral-like energy efficient bulbs.
