Is the go kart governed, I would give the govener spring less resistance, the govener is made to keep the engine at the top torque, a I/C briggs, or even that honda is probably safe to run at 5000 RPM

It's a Briggs and Stratton from '86. Don't know the specs, but it's a four-stroke and should be good.
