SAM batteries are cheaper than naval vessels, though. =D

I'd rather have 10000 SAMs than 100 cruise missiles. Besides, it's fast enough already to hit and kill American fighter jets, which is what these are designed to do (cross reference an unguided SA-6 shooting down an F-16 in the Bosnian War.)

@JStewart3285 Well 9M331 and SM-3 are different purpose missle. First are designated to intercept everything from UAV, jets and helis to cruise missles and precision weaponry (laser guided bombs for example), then second designated to intercept only "big threats", from aircrafts to tactical ballistic missles. For that Russia have S-400. You are just compared sniper rifle and bazooka. Also cost of 9M331 missle are miserably low comparing to SM-3.

No, it's a code name for the system, and it means "Thorus" in Russian.
